Managing partner and founder of Kelisim Partners. Zhalel has experience in legal consulting, the prosecutor’s office and the justice body. Zhalel has expert knowledge on the arbitration of international investment, litigations in Kazakh national courts, and in contract law, including contracts on subsoil use. For some time Zhalel was also engaged in the drafting and revision of subordinate legislation and legislative acts. Throughout his time in legal practice, he has demonstrated the ability to analyze complex issues, develop solutions and achieve client goals. Zhalel is fluent in English, Kazakh and Russian.

- On the request of a large foreign investor, drew up a legal opinion on the procedure for adopting a resolution by the Government of the Republic of Kazakhstan. This required an agreement to be signed with the investor, confirming the validity and legality of such a governmental act.
- Worked on cases led by justice bodies which featured cooperation with international legal consultants such as Norton Rose Fulbright LLP, as well as Reed Smith LLP who conducted investigations and provided legal support in cases initiated by foreign investors against the Republic of Kazakhstan.
- Successfully defended the Government of the Republic of Kazakhstan in a dispute on the recognition of an act of government as illegal, initiated by real estate investors.
